This picture and the next one were taken at the same time, judging by Bob's clothes. One has "Two Bobs" on the back. The other has "Me and Carl Boyling, Aunty's step-son". These people would be Robert Olson, son of Bob's Aunt Mary (maiden name Mattson, married first to an Olson, then to a Bjorling), and Carl Bjorling, a son of her second husband by a previous marriage. Probably 1934. Bob pulled into Bremerton, WA on the USS Maryland that year, and the Bjorlings were living in Everett, WA in 1930.
